Poor Human Resource Management is one of the basic symbol of 99% of USA based companies ,
It is obvious from Pentagon to small Pizza hut in florida
they still practicing high Profile Master- Slave relationship, After the financial crisis senators raised and issue that H1B workers stealing the opportunity of Native citizen. Basically there is no qualified person for those positions. Even some senators have less education background. Now the companies using the situation for keeping their H1b employee salary low. For highly expensive state like California , you need a better salary.
If you are in smart and experience in your profession why you want to suffer slavery.

For some companies it's a lot of formalities to go through just to issue an offer letter (especially if the director has also taken some vacation time around now and they have to wait for his signature). It doesn't sound like they've changed their mind at all - they're just getting the paperwork in order. They may also be doing a background check/reference check right now, and depending on how thorough that is it can add weeks. The company I'm at does a full check on every educational institution and employer listed on every resume - and that can add about 4 weeks to how quickly we can get out an offer. Trust me, it's just as frustrating for the managers trying to make the offer too.

Hang in there - hopefully you'll get the official letter soon!
