Atlanta is home to Atlanta Metropolitan College, a 2-year commuter campus that is part of the University System of Georgia. You'll also find Bauder College, a smaller private 2-year institution, Herzing College, a very small 2-year school, the small Brown-Mackie College, the Art Institute of Atlanta, and Atlanta Technical College.(there may be others)
Tuition is set by each individual school, so you would need to check each school for their own specifics - at the largest of these schools, Atlanta Metropolitan College, full-time tuition and fees are estimated at $1074 per semester for in-state students, and $3825 for out-of-state registrants.
Classification as an in-state resident may be difficult, because Georgia is pretty conservative in that regard. If your parents listed you as a dependent on their most recent tax return - or if you receive more than 50% of your financial support from your parents, you will automatically be classified as a resident of your parents' state of residence. If you wish to claim that you are an "independent" student, eligible to establish your own residency, you must be prepared to document that your parents did not claim you as a dependent and that you have significant income to provide more than 50% of your own support.

You should also consider some of the 2nd tier 4-year schools like:
Clayton State University. www.clayton.edu
Kennesaw State University. www.kennesaw.edu

The closest 2 year college to GSU is Atlanta Metropolitan College. See http://www.usg.edu/inst/map.phtml for a map of the public institutions in GA.There are many colleges and universities (public and private) in the metro Atlanta area. Don't limit yourself to the closest one.
