It is difficult to say what online college is the best just as it is difficult to say what campus based college is the best. There are simply too many factors that need to be considered. What is more inportant is finding the best college for you.
My recommendation would be to contact a number of colleges that offer the degree program you are looking for to weigh the pro's and con's (tuition, schedule, career opportunities, etc.) so you have all the info before you decide anything.

You get a check the first day of each quarter, that is if all your paper work is completed and your registered for class. Financial Aid takes the tuition out first then you get a check for the remaining, each quarter that your qualified for.
