I would expect that they are. Check the admissions deadlines and go for the less popular schools. I've applied to a California cc just a few weeks before term start and gotten in with no problem. But that was many years ago.

Each community college (CC) determines which courses are equivalent to another cc's. I'm guessing you need this information because you want to know which course to take next. Check with your current academic adviser to see if a course that you took at another CC is equivalent to a course at your current CC.

Also, you might want to check the website of the 4-year university you want to attend about which courses they will accept in transfer from your CC's. Some university websites have a transfer credit search on their Admissions Office site. If they don't have a feature like that on their site, make an appointment to see an Admissions officer at the university to unofficially evaluate your transcripts.

CC's dont really have business programs, unless you are talking about an associate's degree (which is not that useful) CC's dont offer upper level courses, so you cant really say that they have some kind of program. That is what transferring is for. You transfer to focus on your major, while getting your general education out of the way at CC.

I think you should choose CC's based on how many classes they offer in each subject. If they have more classes (ex. 10 calc classes instead of 5 ) then you have more options and you wouldnt have to spend more years there just to get the classes that you need. Usually the CC's with more students have more classes available. And Berkeley is very very very good, but also very very very hard. Haas' acceptance rate is about 7% and UCLA only has business acccounting and econ, no marketing and management.
