I suspect the way you went was the L train into Manhattan, transferring to a downtown train to South Ferry. Once there, you probably discovered that the ferries leave about every half hour. On the Staten Island side, you probably took a bus from the St. George ferry terminal to the college.

The website says, "Priority deadline for the Fall semester is February 1," but honestly just apply as soon as possible. Assuming you fit the criteria for acceptance, you'll be accepted for Fall 2010 even if you apply past the deadline. I applied to Queens wayyyy after the deadline last year and I was accepted for the fall semester.
