As far as scholarships go you will need to read the fine print. Some may allow you to use it at a University outside of the US, others may not.

You are be able to use US Loans or Federal Loans at a few school that are not in the US or a US territory. You can search the list of schools that have codes for the FAFSA here, choose foreign country when it asks for the state: http://www.fafsa.ed.gov/FOTWWebApp/FSLoo…

I do not believe De La Salle University is on the list. You can also check with your local bank to see if they offer private student loans for Universities out of the US.

Even though you might not get anything from the government, the FAFSA is also used by the colleges. My dad makes a fair amount of money, too much for the government to give us anything directly, but we got more money from the college in scholarships and grants because we had filled out the FAFSA (which tells the college how much aid you need).
