The first answer is only partially correct. The cost of living in LA is less than the national average, and that slightly reduces the cost of opperating a college/university.

The rest of the reason is that state colleges in LA have a lower tuition because the university sustems (LSU & Southern) have been historically subsidized by the State of Louisiana.

It actually costs about the same for a student to attend LSU (a state university) as to attend Tulane (a private univesity). However, the State of Louisiana peovides most of the budget for LSU, so the tuition paid by a student is only a percentage of the real cost.

For example, the University of New Orleans (a state university) was tuition-free until the mid-1970s. In other words, UNO was 100% subsidized at the time.
