Hostos says "By subway: take the 2 4 or 4 IRT trains to 149th Street (Eugenio María de Hostos Boulevard) and the Grand Concourse." Good luck in school!

I don't have experience in contacting this particular college, but I am trying to get in a dental hygiene program that is local in my area. I have actually left several messages with no responses back, so I have resorted to asking my professors whom I should talk to. In some cases, the instructor has made a call and then I hear back from the department person. I have also contacted former students that have graduated from this program. A lot of them still keep in contact with the school; so this has helped me as well.

Start networking, it will work for you. I have been able to get quite a few things answered in this manor.

Additionally, the CUNY community colleges are widely regarded as being among the best in the nation. The idea that a degree from one would be looked down at is silly to me -- to be honest, they're better than degrees from many less-selective four-year institutions. I suspect the person who told your sister this is either jealous that she has the initiative to do something with her life or otherwise has their own inferiority problems they need to overcome. You sister has nothing to fear, or to feel ashamed about regarding her education. I wish her the best of luck.

P.S. Have her visit http://www.aacc.nche.edu/AboutCC/alumni/… to see a list of notable people in health and medicine who attended community colleges. Clearly none of the institutions at which they work, teach, and research have a problem with their degrees.
