The best colleges in South Carolina are probably Clemson University (large state university in western SC) and the College of Charleston (public liberal arts college near the beach). Other good schools include USCS (state flagship university) and Furman (private) - and the Citidel, of course. And there are a ton of little colleges scattered throughout - Woffard, Converse, Bob Jones, Francis Marion, Coastal Carolina just to name a few.

Hey! I'm go to the University of South Carolina (the original USC) and am a South Carolina coastal resident. Most of the best Carolina colleges are actually inland such as USC (2-3 hours depending on the beach), Clemson (5 hours), UNC, and Duke. However, if you want to be along the coast:

Coastal Carolina in Conway, SC (20 minutes inland from Myrtle Beach)

several schools in Charleston, SC (College of Charleston (good school, but it is in the bad part of town), Charleston Southern, the Citadel (military college), and I think there is at least one more in charleston.
I also think there is a UNC-Wilmington in NC.

If you can bring it up a bit, you may actually be able to get into Clemson, University of South Carolina (if not in Columbia, in Aiken or Beaufort or SC Upstate), the Citadel (only if you're into ROTC), or College of Charleston. Also, make sure you're working on getting other things on your résumé to give you a boost. Get close to some professors so you can get good recs.

Furman and Wofford would probably be reach schools, but that doesn't mean don't try if you're interested.

Erskine, Coker, Converse, Lander, Presbyterian College, Francis Marion, SC State, and Columbia College might be worth looking into.

If you're looking for specialty schools, there's the Art Institute of Charleston, the Culinary Institute of Charleston, and the pretty new American College of the Building Arts. Actually, ACBA is really cool. Here's their website: http://www.buildingartscollege.us/

If you're looking for technical schools, there's Strayer, Tridents, ECPI, and Greenville Tech.

We Answered:

No, to become an in-state student you must live 24/7/365 in the state WITHOUT being in school (and change all your stuff to SC, as well as pay SC taxes) and then petition to the school to change your status. The whole point of in-state tuition is to reward the students who have been paying taxes to that state, thus reap the benefits. If it changed after the first year, there would be no out-of-state students beyond the freshman year.
