Ask your academic counselor. At my school we have something called Read 180 and Study Skills. It just depends on the school but you can definitely improve your comprehension.

If your school doesn't have classes, there's a lot of after school tutoring programs such as Silvan.

If you don't want to spend the money, simply getting a study book from the local bookstore can help you read more and understand it better.

Very very unlikely!
In order to improve your reading comprehension, you have to read more, not listen more.
That sounds tough but so is life.
Read some easy and short things first, go to a library and find books that are easy to read for you, maybe even children's books, it really does not matter. Read at least 10 of those 'easy books'.
Then go and look for something slightly more challenging. Build it up.

There is nothing wrong with you, everyone who walks on this earth needed to read a lot to get to improve their reading comprehension.
But it is very important for you to do this, all your life you will struggle if you do not address this issue now. Good luck.
