There are usually 3 parts to this type of test: speed, accuracy and comprehension. Normally, when used for educational purposes, the accuracy and comprehension are the most useful. Speed is only really important when it is so slow that it impedes comprehension, whilst reading fast can cause problems with accuracy and, therefore, comprehension.
