They're basically saying that after 3 years of mandatory investigation by the FDA, they proved themselves to be a stable, quality product and therefore will no longer be required by the FDA to print expiration dates on their products. The SPF part means that bareminerals claimed to have SPF abilities in their products, kind of like suntan lotion, and since they did this the FDA were required to investigate and make sure it wasn't false advertising. It wasn't, so bareminerals passed the test.
