I have a first grade sister whose reading level is amazing, for one simple fact. We make her WANT to read. Every single day she will come home from school and want to read. We generally let her read things that are interesting for her, books about ponies and fairy castles, etc. We got to the local library with her and let her pick her favourite 5 books to read for the week. Make it seem like an exciting trip.

Also reading every night before bed can be relaxing for the child, especailly if you make reading seem like something fun, rather than a chore. Try reading every second page for him so he knows what is basically happening in the story as well.

bottom line, dont nag him to do it, make him want to do it.
