Many children's hospitals have "International Adoption Clinics" with doctors who specialize in the health and developmental issues of international adoptees. These hospitals often offer consultations and assessments and can refer families to appropriate counseling/treatment services if necessary.

I know that the University of Minnesota's program is one of the oldest, and is well respected. However, I noticed that there is also an International Adoption Clinic at MUSC in Charleston, SC. (I don't know anything about that one, so she might want to do some research on it before she decides, but... it might be a starting place since it's closer to home.)

1. Each Department in Maryland has different recruitment rules. There is state police, but there is also county police and city polce. In my county (which is in Maryland) one department requires 60 college credits while another city dept. only requires high school.
2. You will not be entitled to extended time on tests for police applications. Because of the type of work police do, they do not have to comply with with certain disability discrimination rules, because it would be illogical. You can't be blind or paraplegic and be a police officer after all.
3. It is totally natural for them to ask for these details. Indeed, most employees ask for that info these days, even if it's an office job. It is for background checks but also tax purposes and many other reasons. The question about the care is for parking, most likely, so they will know that your car is a volunteer's care and not an illegally parked car.
4. Yes, almost anything related to police work requires a background check. In fact, a lot of other jobs do to.
