I used Powerscore for LSAT prep, so I won't comment on your question about Kaplan because I don't know the difference between their various courses.

You won't need speed reading courses for the LSAT. The test is designed in way that defeats any attempt at speed reading. Any good course should give you the tools to recognize patterns within the LSAT, and doing that will help you move faster. There are all sorts of things that repeat on the test--from reasoning types to question types--and as you become familiar with recognizing those and manipulating them, you will get faster. So, the good news at least is that you don't have to spend any extra money on speed reading classes!

The first book I would first suggest is The Official SAT Study Guide ($21.99) by College Board. This books is the only publication that contains tests created by the test maker. Beware of publications that contain simulated tests. I would not recommend practicing with simulated tests because they are not a true gauge of how you will do on the actual test. Also, it is not helpful for you to practice with questions that are not as close to the real test as possible.

To supplement your studies I would also suggest the SAT Essential Flashcards. This set of 200 flashcards contains 100 of the top Reading Comprehension words and the top 100 Sentence Completion words. I wrote this the other day to a person with a similar question so here it is.

The basic skills test is very basic, basic reading comprehension and math. If he can read something and understand it, he will be fine. Basic math includes percentages and reading graphs. He needs to remember to be completely honest on all of his tests. The easiest way to find out if someone is lying is to try and make them change their answers. Whatever answers he gives, he needs to back them up. It also helps to know a little something about the police department that he is applying for (such as certain operations they run, and the Chiefs name). The hardest test is the review board. He will be sat in front of several Officers and asked questions. They will make him as nervous as they possibly can to see how he handles stress. We need people we can trust, so he will need to remember everything he wrote down on his application including drug use and prior jobs held. In training he will experience a lot more stress. They will yell scream and push his body to see if he will quit. We don't want people on the street with us that cant handle themselves after fatigue and exhaustion have taken over. Any Officer will tell you that Training sucks, but it is necessary so that not only the Officers can see what he is made of, but to show himself how far he can push himself. He will be stressed when he gets home everyday, and when hes not sleeping he needs to study. Make sure that he knows all the signals and codes, current case law, and state laws. Case Law that is very necessary is Graham Vs Conner, Miranda vs Arizona. He needs to know what Probable Cause, Reasonable Articulable Suspicion, Plain Smell, All Warrantless Arrest, and Warrantless Searches. As for a worksheets/tests, tell him just to read small chapters and then write down a summary (will help with Comprehension), and find Basic Math Skills test on the internet. Hope This Helps !!!
