My strategy was to first skim the questions, so that I had some idea of what I was looking for--but I was careful NOT to dwell on the answer choices, especially on "tone" or "mood" questions. I then skimmed the passage to get an idea of what was happening, and then read the passage very carefully, thought about it for a bit, and finally went on to the questions. I'd carefully read all the questions and answer the simplest/most obvious ones first. Often the aforementioned "tone," "mood," or "main idea"-kind of questions I'd have to leave blank, and plan to come back to after having looked at another passage. I felt that getting my conscious mind away from a passage helped distill my thoughts and clarify my understanding of it. But if you use this method, you need to build in time to come back!

I used to have some trouble with that, too. If you're good at English, it's easy to want to get complicated in your analysis, but I had to learn to pick the answer with the most text backing it up. The questions are designed to not take that long, so if you have an answer which could be right but involves a lot of analysis to deem it so, it's probably not the best one. If they give you a specific quote to look at, it might also be a good idea to read the question, cover up the answers and go look at the quote to see what you think it's saying before you even look at the answers. But once you get rid of a few, start asking yourself which answer is strongest and supported by the most concrete evidence.
