No, it's not guaranteed. That's why there's an interview.The university needs to have some idea about your suitability for the course. If you were as thick as two short planks, then I doubt you'd get a place.
You're ultimately going to enrol on a course of study that will potentially provide you with a university degree. Are you choosing a subject in which you're likely to excel? The foundation course is a way of gauging your ability in this matter. But they'd expect some basic ability for the foundation course to start with. They don't want to waste their time, after all. I'm sorry, but that's reality.
But if you have a reasonably good level of intelligence and you're enthusiastic, you're likely to get there.
And remember, even though you call this a foundation degree, it's not a degree. It's merely a stepping stone on the way.

You don't say what subject you are referring toIn Scotland an
HNC = Higher National Certificate = VQ level 3
HND = Higher National Diploma = VQ level 4
Depending on what subject it is you may get into University ,
above first year
My son has an HND in Computing, and is now in 3rd year at University
as the HND is equal to 2 years of Uni education, but this does not applies to all subjects
You'd be better to directly apply to a college and ask them what qualifications they accept for both HNC and HND courses

No, they don't. You have to remember that Oxford and Cambridge receive applications for more than 3 times the number of places they have, all from very bright people. With this many people to choose from there is no need to offer places to anyone other than those who are already fully capable. Check out the London College of Fashion. They have a variety of courses and I believe include fashion design and photography.
