It depends on what you wanted to do in the field of homeland security. For example: Emergency Management is a large sub-specialty of Homeland Security and requires a completely different skill set than you would get with a criminal justice degree.Security Management is another susbset of Homeland Security. (Security management is focused on preventing bad things from happening which is different from law enforcement whose focus is on reacting when bad things happen.)

The "homeland security" programs that have appeared over the last few years are in response to all the publicity surrounding this issue since the attacks of 9/11. Most "institutions" offering these programs are overselling the need for people with "homeland security" skills and are failing to inform their students that something other than just a certificate is needed to get a reasonably well paying job in this field.Most real homeland security jobs go to people who have previous military, law enforcement or government experience as well as at least a four-year degree from an accredited college. That is not to say that it is mandatory to have this type of background, but this is what you will be competing with when you enter the workplace.
I would suggest you do a search for "homeland security" jobs on Monster.com and some of the other job boards. This will give you some idea of the types of jobs available and qualifications required.
