There is a long list of online accredited colleges. You didnt mention which area you wanted to specialize in.
I hope you know that getting a scholarship requires excellent grades. If you dont have them, rub out scholarships from your options.
Maybe you can opt for a student loan since you have a tight budget.
Whichever college you choose, make sure you do plenty of research on it before enrolling. Check out the faculty. Ask the students of that college for their opinion.
Remebering: making the mistake of enrolling in a diploma mill means losing your money and wasting your time.

Possible? Yes. Likely? No. Chances are he'd have a reasonable grasp of the overriding principles, but the actual maths and calculations involved?

It's a bit like people thinking they are "knowledgeable in physics" because they've read coffee table books on relativity and quantum mechanics. There's a HUGE difference between knowing roughly what goes on and actually being able to do calculations.

The stigma against online education is more based on the online school itself than the fact that it was obtained online. If Georgia Southern is well accredited, it shouldn't matter. And there's no reason to mention it was earned online unless someone specifically asks.

You don't necessarily need a whole degree again. It depends on the undergrad courses you took in accounting, if any. To qualify for entry, you need to have completed the entire sequence of core accounting classes for an undergrad major in accounting. Some programs allow you some credit work to be applied for undergrad courses for your grad program, however, but you need to have at least taken an intermediate level financial accounting course first. Hence, if you've taken no accounting or only basic accounting (200 level for example), take the required coursework first.
