The only way you will find anything like that is a crap unaccredited program. The idea of engineering is to be able to interact and socialize in groups to deal with real world situations when you have a job.
You may want to try the InterAmerican University of Puerto Rico. They offer courses in english at your request. Good luck.

I am surprised you didnt come across any. There is a huge number of universities out there offering mechanical engineering. Just an advice. Whichever university you choose make sure it is accredited. Many universities will lure you into joining them by offering easy course content and charge low fees. Most of these are diploma mills. That means no accreditation. You would be wasting your time and money should you join one of these.

Do not be limited to these universities, continue doing your research. Before making up your mind, do compare the faculty, course content and also ask students currently enrolled in these universities for their opinion.
