When I think of Military History degrees, I think, first, of APUS.

However, that is not to say that that's the necessarily "best" place. It's just a traditionally well-known one... a good one...

...although, now that I think about it, I don't know if it offers a military history degree at the doctoral level. I'll leave it to you to go look that up.

This Google search (which, unlike most people's Google searches, contains proper use of operators so that it's more refined and narrowed-down) should help:

Just make sure that whatever program you enter is ACCREDITED by an agency approved by the US Department of Education (USDE) and/or the Council for Higher Education Accredited (CHEA).

NEVER take any school's word for it that it's "accredited."

ALWAYS look up any school (and/or its program) in which you're interested in either or both of the USDE and/or CHEA databases at:

http://www.chea.org/search

http://ope.ed.gov/accreditation

If the school or program in which you're interested isn't in one or both of those databases, then it is NOT accredited... no matter what the school claims.

In my first draft, I wrote a whole lotta' other stuff which may be helpful, but when I really thought about it, what I've written here is really the most important stuff to know.

It shouldn't hurt. On the contrary, I think it will help you get into the Ph.D. program if you were to include that on your application. It shows that you re a hard worker to have worked on two degrees at the same time, and it also shows some real commitment towards your academics. These are what universities are looking for when considering Ph.D. applicants. The only minor thing that I'm worried about is - Are you actually permitted by the university where you re currently doing your M.A. to enroll with another university, or do they have some kind of rule against enrolling with other universities while being a student of their college? If they don't have anything against you enrolling with another university while simultaneously pursuing one of their courses as well, then you got nothing to worry. Good luck!

Yes...a lot of programs require a Masters before applying towards a PhD.
