Perhaps the PhD over three years is a fast track full time degree whereas the five year PhD is part time.

Most of the BA degrees are three years and the BA (Hons) four years, which may include the foundation or a preparation year.

Have you thought about Forensic Psych? They deal with quite a bit of bio stuff as well as research. It really depends on which part of Cognitive-Behavioral you enjoy most. Many schools specialize in one or the other.

Just Google Cognitive Psych PhD programs and Behavioal PhD programs do some comparing and see where your heart leads you.

Usually the Masters comes first, the the PhD. As far as I know, you won't get accepted to a PhD program unless you have a masters, and have done well in the masters program. A masters usually takes from a year to two years, while a PhD can take anywhere from two years to five years, depending on the program and how much time you have to devote to it.
