I know there are one or two online programs in the UK which are considered reasonably good; the ones in the U.S. so far are either executive doctorates (which prepare you for consulting, rather than academic jobs) or they are for-profit schools, which have pretty poor-quality programs.

Any real online school will require you have a masters degree from an accredited university and minimum GPA of 3.0 or higher to enroll in a PhD program and will require writing an original dissertation. Online colleges are businesses - it will be more expensive than attending a 'real' college and not as well regarded.
