Southern New Hampshire U isn't public. It's private. It simply has "New Hampshire" in its name. That said, it is far less expensive than a lot of universities with distance education programs, and it's reputable and appropriately accredited.

I know SNHU well. I had a friend who worked there, and knew several students. I'd consider it around a tier 3 university - reputable, but below the top unis in the US. In other words, nothing wrong with it.

The other US college that I know offers online/distance BA English degrees is U Maryland College Park. That is one of the top unis in the US, offline, so well worth considering. I'd place it ahead of the other unis on your list, by far, in terms of reputation. You'll need to check cost, but it is a public university, so it may be less expensive than Regent.

Another option may be the universities associated with University of London. They offer a BA in English via Goldsmiths, which is a well reputed British university. However, despite the fact that the course you take is exactly the same as that taken by campus-based students, your diploma and transcript show that you did it via distance. Still, their distance ed programs are long established and well respected, and their costs are often less than that for US unis. Might be worth having a look at, if only for fun:
