As a Driving School Owner / Instructor in California for over 25 years, I can assure you that, YOU ARE CORRECT!!

Before you were allowed to take your written test for your permit, you had to show the Driver's Ed Completion & the Driver's Training Enrollment certificates.

If you look on the 2nd or 3rd page of your permit, it will state that you need to present your driver's training completion certificate and have your parents sign that you've completed the required driving practice.

Added: To clarify....YOU DON'T NEED TO SHOW A DRIVER'S ED COMPLETION CERTIFICATE TO TAKE YOUR DRIVING TEST.

Company can ask to produce your educational certificate to get certain profession which requires certificate.
First, you will get attestion from your home country (HEC - Higher Education Commission & UAE embassy) and send your original certificate to UAE (to your friends/relative and directly to the company) for attestion from Ministry of Foreign Affairs (UAE).
For applying in the Ministry of Labor to get approval, only copies are required (both sides)
