http://www.cic.gc.ca/ is the official immigration website. If you look under the "skilled worker" section there is a self-test there to see if you have education/experience to qualify for entry but sounds as if you have that in spades.
If you can line up a job from there it will make getting in a lot easier. Your right that Alberta and Saskatchewan are the hotbeds for jobs in your field. Northern BC as well.
