depends on what state you are in.Some states,they will take someone without a high school diploma for some courseslike remedial classes,but they can not go into some degree
programs. Some states,they will not admit you at all without a diploma.

such a tough subject. I see it as well in my college. I feel a great amount of sorrow for anyone who is at any sort of handicap, especially one like this. "One like this" referring to somebody struggling/failing to succeed in the steps they see as necessary for having a secure future. Even when they are to put fourth their best efforts, they may not achieve what they desire.I suppose they should be given an opportunity at a community college, but it should not be expected of them for them to have secure futures as it would be for someone of higher capabilities. I really think, as wrong as it sounds, we should build a stronger correlation between peoples intelligence and their careers, in a way that would create a better job market for those with a disadvantage. By create a better job market, I mean to get the lazy people out of the easy jobs to reserve them for those with more limited capabilities.
It's one of those things that any solution thought of has been abused. I have no problem if my tax money is spent by someone too disabled to work, or someone who has hit a rough period and needs the a little support to get by. But through my experience working in a grocery store, I've realized the ungodly extent to which this system is abused by those who don't really NEED it. so idk... the subject of handicap is a very tough one...
and everyone; PLEASE do everything you can for these kind of people, even things such as social support. Their lives show them constant disappointment, give them a reason to smile when you can.

Colleges only take a GED/High School diploma. I've never heard of the accredited institutions taking a certificate of attendance.When applying for a college, you must prove that you can successfully complete college-level academic coursework. They check to see you already obtained the appropriate preparation training.
If you lack the necessary academic skills for reasonable success, no state 'has' to let you into college.

You need to clarify what you mean. Do you mean a diploma for a student coming out of special education? Or do you mean a college diploma for working with students in special education? If you're talking about a student coming out of special education, Than an IEP diploma means that the student has completed the required four years of high school but that their disability is to severe for them to be able to participate in college. Here in NY there are three diploma's that special education students can receive. A regents diploma which is the highest, that means that you have passed at least one state test in each the major subjects. You have to pass with a 65 or better to pass the test. For a regional diploma you have to take regional test given by the city or town where you live. It's called a regional conference test. Those you have to pass with a 60 or better. If you fail the regents but get between a 55 to 50 you have also passed the RC T's and can get an RCT diploma. If you can't pass the RC T's or the regents or your disability makes it impossible for you to take either than you get what's called an IEP diploma. That means that you've been in high school for the required four years. Coming out to school with an IEP diploma usually means that the student either trains for a job or is put into a sheltered work shop. So a lot depends on the child's disability.
