As a secondary applicant, you don't have to qualify for PR in your own right and it wouldn't matter if you had no qualifications at all unless you were applying for partner skills points. If you're asking about partner skills points, you had to include evidence of your qualifications, work experience and skills assessment at the time your partner first lodged his skilled migration application - it's too late now.

I don't know enough about your partner's application to know for sure if he has a chance of PR, but if he has met ALL of the requirements including plenty of proof that your relationship is 'genuine and continuing', it will eventually come, though not before the end of next year according to the current visa processing priorities.
