Expensive is relative. What amount of tuition are you looking to pay? All the reputable online high schools charge around $350/course/semester/0.5 credit and up.

You could see if there's a virtual public school in your state and area. They are public schools online, so they are "free" (normal public school fees apply). They are more than just a place "to get a diploma", as you have to enroll full time with a full course load.

You can also homeschool for your high school program and/or attend community college with dual credit. If you homeschool, then your parents make your diploma, build your portfolio, and if you're planning on applying for college - help you take the ACT or SAT exams. You can homeschool for a few hundred dollars - or thousands.

There are really two questions here. The first is whether you would be able to earn a high school diploma using Penn Foster that would be acceptable in Texas. The second is whether the courts will accept a Penn Foster High School diploma and would it need to be approved by TEA.

This is my take as to the first question: Yes, you can definitely earn a high school diploma through them that would be acceptable to employers and colleges in Texas.

The second question is more difficult. You will need to ask the court if a Penn Foster High School program would be acceptable. It should be, but often in these situations, they have their own rules.

However, if that is not acceptable, you could consider the program at Texas Tech. It is a well-regard program and, importantly, is within the state of Texas. Texas Tech would have the state test.
