There is a real online high school called James Madison High School. However, obtaining a high school diploma through them is a lot harder than paying $200 and taking one test. The least expensive option is their 16 course track and I believe that is closer to $2,000. Are you sure he didn't just get a certificate for a single course? If I'm not mistaken, a single course costs $295.

There are many more scams out there than real programs. Make sure they actually make you take the classes, that they don't offer to let you take the GED through them (that's always a scam, so the rest of the site probably is as well), that they don't give you 'life experience' credit, and that they don't let you just take a test for the diploma; all of those are scams. Google the programs as well and check the rip-off reports to see what other people said about the programs.

I've dealt with a lot of inquires similar to yours but there appears to be no online solutions for adult education at this time. You cannot qualify to enroll in a regular public online high school because of your age, try an adult education program or a private school that will accept someone your age. Good luck.
