I think engineering courses are regular only. You can not give them with distance learning. And Mech. Engg (B.E) that won't even be possible given the course requirements.

It is hard to find any university in India offering study centers or exam centers in foreign countries for there distance learning programmes.

I found only IGNOU which has study centers in Abu Dhabi, Dubai, Sharjah, Ras-Al-Khaimah and other countries for some of its programmes.
