There's no one "perpetrator."

Most definitely the economic reforms required by the World Bank and the IMF for loans have contributed to the defunding of education programs, as they encourage these governments to scale back their funding for education, health and other public sector activities. But there are other factors too: corruption and a focus on arms diverts funds for education; many of Africa's best and brightest have gone to other countries for better jobs and better pay; and widespread discrimination against women prevents them from both education and jobs relating to education. Poor health care, including HIV/AIDS, has depleted communities of teachers and education experts. As someone else already mentioned, there is also the factor that colonial powers prevented Africans from receiving proper education, and therefore, the countries are still play "catch up."

everyone, since the lack of education predicts instability in the future and rises crime, terrorism, prostitution etc. all these affect the whole us in general

What are the problems with education in Africa and what should be done?

We Answered:

The problems vary depending upon which parts of Africa you are talking about but in general (off the top of my head but in order):-
1) lack of money to attend school and/or keep family going whilst child does not earn because they are attending school (it is a double financial hit)
2) for girls - cultural sexual inequality
3) adequate provision of accommodation for schools to allow for need of pupils to reside at school due to lack of transport facilities (you could argue it is the lack of transport facilities)
4) motivation to attend because don't see benefit for the financial investment to future life. (If you are a subsistence farmer what is the benefit of being able to read and write?)
5) (this is well down the list of problems) nomadic nature of some peoples and difficulty of children getting regular education (this is the same problem experienced by traditional travelers i.e. gypsies in the UK)

Experts say there are many reasons why HIV has spread so quickly in southern Africa. One is poverty. In many places, people lack money to treat HIV infection or to provide support to those who are HIV-positive. In Khayelitsha, for instance, many of the houses lack running water and electricity, and about 70 to 80 percent of the residents are unemployed.

Another reason is that many people in southern Africa do not understand how the disease is spread or how they can protect themselves from contracting it or from passing it on to others. As a result, secrecy and stigma still surround HIV in some regions. People who are HIV-positive are often cast out by their families and fired from their jobs. Some are even beaten and killed after they disclose that they are sick.

I think all these sources detail some good info on this topic. I think the last site listed, population action.org, has a great article on the lack of education info as it pertains to Aids and how fast it has been spread in Africa.
