It depends. Some states in germany do charge a study fee (usually around 500 Euro per semester) some don't. In some states, no fee has to be paid for getting the first academic degree, but if you want to get another, you'd have to pay. Other states charge student who take too long to finish.

As far as I know, there are no differences being made between german and foreign students. However, you would need a student visa and pass a language test, plus your school credits need to be recognized as comparable to german standards.

Take a deep breath, this is gonna take some time...

Grundschule = elementary, grades 1-4
after Grundschule, children get sorted according to their performance into one of three types of school :
1. Hauptschule, grades 5 -9 or 10, prepares for low blue-collar jobs (and often for unemployment, this type of school is most looked-down at)
2. Realschule, grades 5 - 10, prepares for blue-collar and non-academic white-collar jobs
(Hauptschul- and Realschul-students either change to a higher type of school or start an apprenticeship after finishing school)
3. Gymnasium, grades 5 -12 , gives permission to go to university (Hauptschule and Realschule don't)

Two types of university :
-Fachhochschule, usually takes 4 1/2 years, ends with diploma, entry requirement : having finished 11th grade of gymnasium

-Universität : usually 2 years to get a B.A., vast majority of students continue for another 2 1/2 years to get M.A., entry requirement : finishing 12th grade of Gymnasium.

there may be slight differences due to the federal character of the german educational system, but in general, that's it.

I don't think they allow it automatically. It depends first and foremost on where you are from. Second of all, it depends on what you have studied and whether there's a shortage of people in that field in Germany right now or not. Not that the government is actualy looking into that for you at all, but if you can show them a signed work contract for a German company, it changes a whole lot.
Third: The years you have spent in Germany on a student visa do not count towards a permanent residency or a work permit application.

It also depends on how you got to study in Germany. This question is not easy to answer. You will need to check with the local "Ausländerbehörde" and the INternet, and double check everything twice, since some people working for the "Amt" are not aware of special regulations or recent changes in laws.
