A lecturer was sacked recently for passing 4 out of well over 200 students at the uni she was teaching.. (She was told by the head of the faculty to re-access and pass most of the students and has refused to obey.)
Students are selected according to the colours of their skin instead of their academic performance. It's no news you get graduates who can't
speak proper English, who don't know any better than anyone you bump on the streets.

You can go there either by Taxi or ERL.
I don't think it would be a problem for you looking for taxi.
If you want to go there by ERL. From puduraya you need to asked people around, where is the Putra LRT Station. You go to KL Sentral using Putra LRT. ERL to Putrajaya is in KL Sentral.

This is no easy question and not for a single simple answer.
Political and sociology factor is most important to a ruling government.
Singapore managed to adopt mandarin as common language for its majority chinese and english as Business language due to the commercial value.Malaysia naturally choose Malay as their common language due to the majority.but this majority is still uncomfortable with speaking English .If the system is to follow Singapore at equal phase, then more Malays would drop off or score badly.The mean level of education should be bench marked at a general society standard.
Bahasa Malaysia is the common language in Malaysia to benefit general level of malaysians or majority and the guideline of the government to control the success level.It is a political tool also.

Distance learning is still not that common in Malaysia. Not all of the certificate from foreign universities distance learning courses are being recognized by Malaysian Government. If you do wish to do a distance learning course in Malaysia and use the certificate to get a job in any department under government services, PLEASE always make sure the university you are going to apply is recognizers by Malaysian Government.
