I would be surprised it there were any official expectations, simply because all children are different and learn at different rates and of course the school / government could be held to account if those expectations were not reached.
Speaking from a personal perspective my son goes to an independent and (now in year one, age five and a half) can read and write and do simple sums much, much more readily than his friend who is a state infant school - there are fewer in the independent school class and they are given more homework, and I believe it promotes a more conducive atmosphere. But aspects of their personalities are different also, we are not talking about the same child.
For you to draw a comparison my child is learning to spell words such as
stop, shop, chop, where, when, they, there
He is reading level 4 of the Oxford Reading Tree, with such sentences as 'everyone went for a picnic by the river' 'they were off on another adventure'
In maths, patterns and sequences, simple sums of addition and subtraction

Hi there! After 11 years of post secondary schooling (I hold 3.5 degrees and two college diplomas) here is the advice I can offer you: It really depends on the program you wish to study. I suggest you look up the program of study and the university that offers it. There are really good universities both in Canada and the UK. I'm from Canada but not really partial to any specific shcool. Here is a list of the top ten univeristies in Canada and the UK.

If you've taken your GCSEs and have passed, then you will be eligible to apply to CEGEP for the Quebec equivalent of A-levels. Depending on your school you will have the choice of a pre-university degree (DEC, which lasts 2 years) or a technical degree (DEP (3 years)).

If you have not passed your GCSEs, you will have to take a year or more of high school. Depending on your age when you will move there, if you are over the age of 16 on September 30th, and you have to take a year of high school, you will be obliged to go to an adults' school for that year. You will be able to go to CEGEP afterwards though.
