Well it depends..for example you can even have the CPE and still need to take an examination...they really matter about your actual English level, if you have the CAE and after a year go and study abroad it's still ok but if go after 3 years you have to take the Teufel Test, this isn't correctly spelled but it sound like that...anyway in the USA they prefer the Michigan exam though, mind that because if you have the Cambridge one it might not count depends on the University

In India it takes 10+2+3 = 15 years of schooling to complete Bachelor in Arts/Commerce/Science(BA/B COM/B Sc), while it takes 10+2+4 = 16 years to complete Bachelor of Engineering (BE/B.Tech).

Yes, a "major" can be any discipline like Math, History, Economics, Chemistry, etc. In order to successfully be eligible for graduation in the US you need to complete a certain amount of classes related to your major. The requirements vary from college to college. For example, my university (Columbia) requires two courses in Math, one in Statistics, and nine in Economics in order for me to graduate with a degree in Economics. This does not include the unrelated "liberal arts" classes (literature, arts, music) I must take in addition to my Economics major.

A "minor" represents other interests you have besides your major, but it does not require as many classes as a major. Think of it as a mini-major (a minor!).

When you "double major" you are basically taking on a second major (major is described above).

All colleges require a "major" as the minimum requirement to graduate. But you do not have to declare a minor or a double-major. Those are optional, for more ambitious students.

Tax is based on your income. In Texas there is no "state" income tax, at least there wasn't when I lived there. You would only pay federal taxes, which are a % of your income and the % goes up with the more money you make. Generally speaking you will pay about 20% federal tax. Federal taxes go to Washington DC - for our federal gov to blow on stupid stuff like a war that we shouldn't be in.

Schools are funded at the local, not federal level. Tax dollars are used to pay for public school, which in Texas most likely comes from property tax. If you own a home, you pay property tax. If you rent a home you don't directly pay the property tax, the landlord does, you supply the funds to the landlord through your rent. Property tax is based on the value of the home. You pay a certain amount per $1000 of assessed value of the property, say $15/1000. So if the home is assessed at $200K you pay $15 x 200 = $3000. Every community will have their own property tax rate, I just used $15/1000 as an example.

So public schools aren't "free", you write a check to someone, just not to the school. The advantage of this system is that everyone, regardless of their status of living can send their kids to school. You pay property tax regardless if you have kids in school or not.
