They teach in F.E. colleges (not necessarily degree level) for post-16 students.

Yes, they can teach A-level course.

They also teach GCSE, NVQs, HNC etc etc.

As with all teaching, they have to plan and prepare lessons/lectures/practicals, assess students, attend many meetings, meet performance targets, attend courses themselves and so on and so forth.

I agree with what you've been told. Being a technician doesn't mean you can't end up having a successful career, but you will usually have a phd supervising you. a masters will get you better pay and a good deal of confidence, but may not help you rise.
on the other hand bachelor's chemists do a lot of good work and can be quite valuable if they apply themselves and learn to get good results and learn to be independent.

You should only get a phd if you really want to do chemistry and you enjoy it. Its probably true that a phd won't necessarily mean you earn more than just going to work out of college. Bachelors chemists have good reasoning and verbal skills and have a lot of job opportunities.

i know only a few chemists who continue to do wet bench chemistry longer than 10 years. they seem to often find something else to do.
