IGNOU as for my understanding is a cost effective way of getting a namesake degree.

You cannot expect any thing more that just a degree adjacent to your name side. As per now it is not accepted for Indian govt service, not sure of private organization as it is on their own discretion (Personally i don't think they would).

I don't think it could be either recognized by any foreign university as well.

It is Generally for those who are already in profession and would like to expand their knowledge. and other similar people.
