Try chicago public schools. They used to have programs to help people gain certification. Contact illinois state board of ed to find out what classes he needs for certification (usally a couple education courses if he already has a bachelors from liberal arts school) and take them at Governor's State, Chicago State, or even a community college before he gets the masters. Once he starts teaching, lots of schools have programsto help get masters and reimburse tuition expenses. Of course they vary greatly among schools, but this program is easier for admission than medical school, for example. If you apply to lots of programs, especially those at lesser-known universities, you will probably be admitted to at least one if you have a good academic record and letters of recommendation.
