Try chicago public schools. They used to have programs to help people gain certification. Contact illinois state board of ed to find out what classes he needs for certification (usally a couple education courses if he already has a bachelors from liberal arts school) and take them at Governor's State, Chicago State, or even a community college before he gets the masters. Once he starts teaching, lots of schools have programsto help get masters and reimburse tuition expenses.
