Getting stuff stolen at school really sucks!
I would suggest that you go to the Deputy's office in person - that way you can't be fobbed off and they should give you the answers that you need. Perhaps make an appointment so you know that they are free. Take with you your phone bill and tell them that you want it paid for.....get them to get the money from the thief if they won't tell you who it is. Also might be a good idea for you to get a letter from the school that you can forward to your phone company so they know about the account which you didn't run up.
Hold off on making any complaints until you have seen the Deputy. See how you go and then decide what to do.
I know that you are angry at the moment so might be a good idea to calm down before you see them. Unfortunately all schools and it doesn't matter whether public or private have their thieves. You are extremely lucky that they had surveillance tapes - I know our private school doesn't.
