Check into the teaching certification laws in your area and the routes into certification. There are usually several routes into teaching and it depends on where you live. Furthermore, a PhD may qualify you to teach without having to go through a formal certification process. Best thing to do is to either contact your local school board or contact your state board of education.

Ball State is a pretty popular/generic university for education to give you an idea of education degrees.

Side Note: I'm assuming you have experience working in higher education or student development or have worked in administration at a school which has spurred your interest in seeking a doctorate in education. If not, that would be another obstacle and cause contemplation as to why you want to all of the sudden get into education. If you have no experience working in education, you may need to start at the master's level.

Please ask yourself "why do you want to do PhD". Is it merely for ornamental value or for real learning. If the answer is latter, don't even think about distance PhD from non Indian Univ.
39 is not an unusual age for doing a PhD. You may opt for a non-residential PhD (which involves regular contact and visits to Univ) from a reputed and accredited university near to your town/city,
And if you still want to go in for a distance one (provided any such thing exists) please check is it actually an accredited univ or a fake degree shoppe.

I can't speak to the US, and even then every state and school board is different, but I do know that in Ontario, Canada you need to be certified to be able to teach in publicly funded schools. This certification requires that you have a basic number of hours of practical experience in Ontario schools and that you meet the basic instruction in terms of subject matter, educational law, educational psychology etc. Your PhD may meet some or all of the instructional items, but you would still need that practical experience. There is somebody in my class at teacher's college who actually taught for over a decade in England. She was a classroom teacher, and indeed an administrator, yet here she still needs to go through the process of learning how to teach Ontario children in Ontario schools under Ontario guidelines. And she came from England - a member of the Commonwealth. I would imagine similar restrictions to be in place in American school systems.
