It is pretty hard for me to judge since I haven't read your entire paper. The point of a thesis is to establish the argument that you argued throughout the paper. I'd suggest to read through your paper and see what fits best.
If you haven't written the paper yet, I would skip the thesis for now and write the paper. I feel that writing a thesis is easier to do once I see the way the paper went.
