No criminal record eh? They are here illegally! I don't agree with this and I find it very unfair to all other American students who are just as qualified as these people. We need to stop giving them rewards for their behavior. They should go to a university if their home country. If I went to Australia demanding they pay for my tuition I doubt they would or care for that matter.

A++...these are schemes which should be appreciated across party lines...that too in just a hundred days...did sibal break some reord or something??...awesome..good work...and people who cant appreiate these good schemes need to set their priorities straight...education as a fundamental right is something no right thinking person can argue against...
dont forget...sibal also asked ugc to look at and make sure that all deemed universities acctually deserve the tag...i like this guy

The government will say or do whatever it can to get what it wants.
If these kids are educated at taxpayers expense American student will not be.
If these kids are educated they will be applying for the same jobs as American students.
If these kids are educated American students will be denied seats.
If these kids are allowed an education through the dream act it will increase illegal immigration, especially people with small children hoping for a free primary & SECONDARY education and citizenship.

Now that talk of immigration reform in being brought up illegal immigration has increased. Opportunities for Americans is being given away to illegals, but the cost of the opportunity is still be forced on taxpayers. ALL MONEY FOR ALL PROGRAMS COMES FROM EVERY SINGLE AMERICAN TAXPAYER. THE GOVERNMENT IS NOT A BUSINESS SELLING A PRODUCT EARNING A PROFIT. THAT PROFIT COMES FROM US, ALL OF US.

The Francovich ruling, to the best of my memory, is the one in which a directive becomes directly effective if not implemented within the given time frame.
The problem however is that they are not horizontally directly effective, only vertically (i.e. against the state, not any other legal person including for example businesses).
With Adam, there is the question of whether the organisation is an emanation of the state, due to it's government funding and control.
With Ilektra, I'd say not. It is up to the member state how to implement the directive, so long as it complies with the spirit of the directive.
With Aisha, I'd say yes. Unimplemented directives give rise to vertical direct effect, i.e. against the state.
As it sounds like you are writing an academic essay, I'd suggest you read the judgements from and cite a lot of the leading cases. For some starters try Foster v British Gas, Pubblico Ministero v Ratti and of course Francovich

Picking the Right school for pharmacy program?

Based off your situation, I'll list the pros and cons of each school you're considering.
University of Texas at Austin:
Pros:
-One of the best pharmacy programs in the entire country. Is ranked number 4 on the best Pharmacy schools list by US News and World Report.
-Since you will be in-state, the tuition would be very reasonable
-UT Austin has a large alumni base, so you would have a lot of connections once you graduate
-Closest school to your hometown of Arlington
Cons:
-You wanted to stay close to home, so this would be about a 3 hour drive from your area.
-The UT College of Pharmacy is known to be a very competitive school, so be willing to take the risk

University of Houston:
Pros:
-Ranked number 51 in Pharmacy programs by US News and World Report, so although the school is not as good as UT Austin, it's still a respectable program
-the tuition costs would be considerably less than those at UT Austin
Cons:
-Is furthest away from your home
Texas Southern University:
-Although I do not know much about the University itself, the School of Pharmacy is unranked by US News and World Report. So, you should have either University of Houston or University of Texas be your go-to colleges. You can always have Texas Southern be a back-up plan if you're not admitted to the other schools, though. TSU is located in Houston. So you would be driving pretty far, where as you could drive the same distance to U of H and get a better education.
