We Answered:

If you were dismissed form York, you will not get into U of Toronto, a much higher ranked university.

You do not seem to be very realistic. You should spend a few semesters in College, getting top marks, before trying to obtain a place in any university. The and only then should you apply for reinstatement to York, or initial application to a low ranking university such as Lakehead U.

UofT is a fine school. The atmosphere is fine, there's nothing to be worried about. The downside is that the actual area of UofT is really large, and it may be confusing at first, but it'll get better.

If you're looking to save money, lennoxville/sherbrooke is certainly cheaper than Montreal...though you'll find fewer English speakers there. Transfering your license is no issue, you can relocate freely between the provinces. There are plenty of resources available if you want to learn French. Usually if you say 'Bonjour, parlez-vous Anglais' (Hi, do you speak English) people will help you out. I speak French very poorly but find the 'Frenchies' are much friendlier if you make an attempt.
