The laws differ from state to state, but here's a general answer for you:

Schools are filled with senseless busywork. You know the kind...you master a concept in algebra, but still have to do 75 problems for homework. In homeschooling, you move on once you have mastered a concept. You skip the nonsensical busywork, the needless review, the useless classes. You don't have to wait for the entire class to hand in homework...or to settle down.

Therefore, a homeschool student takes mere weeks to accomplish months of standard curriculum.

You need to address this with the school. You can try taking equivalent classes through a community / junior college, or some other generally recognized correspondence course. Your school may let you take the exams for the classes you're "missing". Another alternative is to drop the idea of getting a high-school degree. My son has a B.A. from a top-notch school, and that's the only diploma he holds at any level. Many colleges will now accept you with CC/JC work and good SAT scores.

If you're going to a public high school, there's really nothing you can do unless you're willing to move. I know someone who did this for different reasons, but they went to live with their aunt and uncle in another city for a year and attended the public high school there. If you have a friend or relative who is willing to do that, you can probably change schools regardless of your grades.

If you really work hard to bring up your grades, it is often possible to graduate your sophomore or junior year.

This is probably not the best option, but you could choose to drop out and get your GED at a local community college instead. This is the same as a high school degree. However, then you will have to pay for it, and it won't look as good to universities if you plan to go to college.

What I would recommend is to talk to a counselor at your school and explain the situation. It may be possible for them to switch around your schedule so you don't have to have classes with kids that bully you, and they can at least offer you someone to talk through your problems with. Maybe a reason you're getting bad grades is because you're stressed out about being picked on? If you try to get rid of that stress, maybe you will be able to buckle down and graduate early.

Here's a little story. . .that doesn't answer your question. . .my ancestors came over from Germany some 160 years ago. They moved to a German community where everyone spoke German and kept their culture. With each generation, some things were lost and a bit more American culture crept in. When I was young and people asked me what I was, I said German. But my sister and I were the first generation to not be taught German and perhaps WWII moved it along a lot more because it wasn't popular to be of German decent in American in those days. And one day I realized I wasn't German, I was American. It took a lot of generations and a lot of time for our family to not identify with our German heritage. The moral of the story is that it takes a long time to come to another country and give up all your roots and call yourself American without heavily identifying with your family and country you left behind and all those who were before you that makes you you.
But I'm one of those that now doesn't care to dial 1 for English. I think what the school did was probably in the best interest of those that were sent home. May not be right but it is good common sense. The school's main interest seems to have been to keep everyone safe. And second thought. . .if they wore those shirts and bandanas on all other days. . .it would be one story but I have a hunch they were worn to incite and so the school is correct.
And yes, I realize the difference between right and correct.
