Decrease the drop out rate by making the parents responsible for their kids actions. Since the law relieved parents of the responsibility for parenting their kids, and the schools are forbidden from doing what's necessary to get the kids educated. Not to mention the disgraceful lack of government funding to public education. We have a real winning system in place that for sure...

Kids drop out for many reasons, but in case you didn't guess already, generally it's the parents that are to blame. Secondary would be the legal system that prevents school administration from punishing the @$$hat kids being raised by crackheads, until someone gets killed...then everyone is shocked and surprised.

I like your ideas and general speech format. I would recommend the following:
- Every time you use the word "statistics" you should actually cite a statistic and provide a reference.
- Avoid saying things like "I feel" and "in my opinion". Use stronger language, especially because this is a persuasive speech.
- Be careful with rhetorical questions in the body of the speech (i.e. what will the future look like...". it doesn't seem to fit where it is currently.
- The final statistic you used also seems out of place. Either move it up earlier in the speech or delete it.

Other than that, looks good!
