The next one comes out on October 24th (this Friday) so it isn't in theaters just yet.

And no one can answer your question with certainty because no one knows with certainty.

But at this point, no, Disney has indicated that there will be no more High School Musical movies. This is for several reasons.
First, they graduate high school in the new movie. If they aren't in High School, it doesn't make sense.
Second, most things work well as a trilogy, but not with a fourth edition. Trilogies are completing and a lot of the story arcs are being relatively finalized in this movie. A fourth movie would just be forced and would feel that way.
Third, the actors are all moving on to other projects and don't want to be typecast. They are trying all sorts of meatier, non-kid-friendly even roles so they are trying to get away from the HSM image themselves.

Does that mean that there won't be more movies? Not always, but it probably won't involve this cast or these plot lines so why bother? Disney will just make similar movies with new people and title them something else anyway.

It would all depend on the school, the talent and budget available, the director. Most high school musicals won't be as elaborate or as well done as anything in a movie, simply due to budget. I've been in high school musicals, some are really well done, mostly they're fun.
