The rules are different in every town. Most don't require uniforms. In my High School we were supposed to ware blue bottoms and white tops, because they are the town colors. My bbf went to Catholic high school and they had regular uniforms.

Our uniform for girls in a checkered green and navy blue kilt with a pin on it. Under it we have to wear mini shorts and either navy blue tights or navy blue knee high socks. We've got navy blue zip up sweaters that say our school's name in the chest but no hood on it. Under it we have to wear a navy blue polo that says the name on the collar and a white tank top under it. We also have to wear black shoes..no white sewing on it..nothing just plain black. We also have grey pants. The boys is the same, but they have a blouse with the name on the collar and they have to wear a navy blue tie with green slashes. Girls also have a blouse which they have to wear their tank tops under. The boys have white t-shirts they have to wear under their polos (which are the same as the girls'). Everyone's socks have to be navy blue. The school is extremely strict about every little detail, down to the socks and undershirt. It really depends on the school. I go to a catholic school and sometimes our only dress down days are spirit dress, where we have to wear items of clothing with the school name on them. However, the seniors have a privilege where they are allowed to dress down every last day of the month that they are in school. Sometimes certain activities such as field trips have the teachers allowing you to wear normal dress depending on where you are going. Some years we are able to dress down during exams but at other times they haven't let us do so.

Really, it depends on the school and the administration and circumstance. It varies, a lot.
