Here you go, go to this website and click on the pdf Registration Permit Brochure 08 for information on how to get a Inter-District permit. (That means you live in another school district.)

Read it and make sure you know what to do and you do it in a timely manner. (Likely the guidelines will be the same for future yeras, but check back to see if they put up a new pdf.)

They will permit students if there is space, you must have a 3.0 gpa, and if someone new moves into the district, even in the middle of the school year, they may send you back to your local school. (Although I'd be really surprised if they do that much.) It *may* be to your advantage that it seems like there are not a high percentage of African Americans in that school. Sometimes they will give permits for diversity reasons. For some schools it's not really a factor. You must also get your local district to release you. They get money from the state based on the number of students, but typically they will release you anyway without a problem.
