Don't wait until the end of the month to shut the phone off, take it away from him NOW! He needs to stop taking and start doing for himself. Do not pay for his schooling, tell him you will pay him back after he gets a job and pays for it himself. He has to attend and finish with decent grades before you will invest a dime. If he thinks you are being unfair ask him why you owe him and he doesn't owe himself anything? This kid needs a wake up call and so does your son. This is his son and he should be coming down hard on his son before the kid ruins his life.
